Founded in 1981, Leeward America Partners is a full-service real estate development and project management firm. We develop, invest, build, and manage properties with a special focus on affordable housing and community development.
Our principals and partners are responsible for over $400 million in global development and management of successful projects. We’ve brokered, acquired, built, financed, or managed nearly 5,000 commercial and residential units nationwide, including neighborhood and community retail space, affordable housing, and historic rehabilitation.
Most importantly, we work to build stronger communities, especially through affordable housing developments. Our philosophy of “double bottom line” means that our success is measured by financial returns as well as the positive changes we help make in the communities we serve.

FINANCING
Leeward America works with leading private equity and venture capital funding sources, as well as institutions and government entities. We pride ourselves on crafting an ideal funding package for each project to create win-win-win results for all stakeholders, especially the communities we serve.
Our specialties include project financing based on cash flows that help organizations and entities fund major projects with off-balance-sheet methods. We leverage the strengths of our principals and partners while minimizing risks, improving security, and ensuring the best “double bottom line” for all stakeholders.
PROJECT DEVELOPMENT
Our executive team has a long track record of successful project development and execution, including hands-on experience in all major building trades. We have a sharp eye for project design and execution, to ensure that complex projects are completed on time and on budget.
CONSTRUCTION MANAGEMENT
Leeward America brings plenty of experience in construction management. We’ve been involved in every stage of construction management, including residential construction, log-building, timber-framing, commercial-residential, and industrial projects.

Our principals have a combined 100+ years of commercial brokerage experience, covering all aspects of residential, commercial, multifamily, and industrial sales and leasing.

Douglas Salters, Director of Community Relations
Douglas Salters ……
Douglas Salters has a distinguished career in community development and government service throughout Jersey City and the surrounding region. Douglas served as an aide in the Mayor’s Office of Jersey City (1997-2003, and 2015) and has long been instrumental in bringing improvements to neighborhood constituents. Among other highlights during his career in city government, Douglas has served as a Chief of Staff for the Municipal Council of Jersey City, and also as the Vice Chairman and Treasurer of the Jersey City Municipal Port Authority, where he organized the building of a soccer field in support of the 1994 World Cup hosted in the Meadowlands.
Ronald H. Flower, Director of Operations
Ronald H. Flower has 40+ years of experience with project management, finance, marketing, and business development. As our senior team leader, Ron has a proven track record of success in project development and execution. He has the ability to quickly bring buy-in from all stakeholders and achieve successful project results.
Ron’s professional experience includes serving as Senior Manager of Mid-Market Mobility Sales for AT&T in Dallas, Texas. He has also served as Chief of Business Acquisitions for RCA Capital Partners (Dallas, Texas), Vice President of Business Development for dbSpectra (Lewisville, Texas), as well as a Senior Operations Manager for GTE & Genuity (Irving, Texas) among other roles as a senior operations executive.
Ed A. Flower, Director of Development
Ed A. Flower is a senior marketing and business development executive specializing in real estate finance and startup advisory services. He has a talent for quickly creating and implementing effective marketing solutions and monetization strategies. Most importantly, Ed brings comprehensive problem-solving skills for building construction and project management.
Craig Skott, Architect Emeritus & Project Advisor
Craig launched Skott & Andersen Architects in 1981. Over the past forty years, he has built a well respected practice based on excellent building design and project management. His work includes a wide range of building types — Multi-family housing, commercial offices, health care facilities, as well as leisure and hospitality facilities. Craig’s 40+ years of experience as an architect, construction manager, and project developer helps ensure the development team’s success.
